Mr. Günal worked at the Central Bank of the Republic of Türkiye, Legal Dept. (1962-70), was made Chief Legal Advisor (1970-79) and later Vice President (1979-81). He was a member of the Capital Markets Board (1982-94). Mr. Günal lectured on Tax Law, Foreign Currency Law and Capital Markets Law at the Health Administration College, Gazi University Banking Institute, Istanbul Stock Exchange - Broker Education Program and Marmara University Banking & Insurance Institute (1965-96), and at Galatasaray University Law Faculty on Capital Markets Law (1999-08). He is an authority on the subjects above, the Central Bank and private financial institutions, and over written over 200 editorials on the economy and law.
