The Communiqué Amending the Communiqué Regarding the Principles on Local Borrowing Instruments (Serial No. VII/37) was enacted on 21 January 2009 introducing the concept of "umbrella funds" to the scope of the Communiqué along with amendments to the scope of transactions that may be realised by local investment funds, the ratio of participation certificates that may be purchased by the investment fund founders, limitations on the portfolio of funds and provisions in relation to the guaranteeing and safeguarding of funds.
